[PATCH] Instruct cvs to interpret -D date as UTC time

The current cvs code finds the timestamp of the latest commit and gives that as an
-D $TIMESTAMP
argument on cvs checkout.
However, cvs interprets the -D argument as having
local time, while it is in fact UTC.
The attached patch is a fixes that, by adding the suffix " UTC" to the timestamp.
